KONASEEMA ANIMATION PROGRAM UNDER SOCIAL SERVICE, ELURU

Overall Goal :
Strengthening the capacity of SC,St and OBC communities participating in animation program in154 villages, 14 mandals of Konaseema Region to achieve sustainability in integrated development .

Objectives :
1. Network among the 228 CBO's of 154 villages at mandal and divisional level networks are formed and strengthened by the end of 3 rd year

2. Collective collaborative actions are taken by the CBOs and the concerned
Networks and improve community health through alternative health Approaches

3. Social injustice and Gender discrimination practices that manifest in different forms are identified through committees and social justice / Gender justice is achieved through collective action  

4. Savings are regularised, converted into income generation activities and to obtain government benefits in order to increase their economical status by the
end of 3 rd year.

Impact of the project:

We see vast change in their life style before the project they were illiterate without unity, addicted to drinking, so savings, exploited by the landlords and traders, unreachable to the government officials. But now there is a lot of change. Many of them became literate, female children are also sent to school, exploitation identified and protested, gained skills in rich of the trade, able to save Rs.100/- and became confident after the trainings and now able to meet government officials to represent their problems with great confidence. This is a very healthy change in 154 villages of 228 CBOs in Konaseema.

SURAKSHA PROGRAMME

Introduction:
As per Catholic Relief Services (CRS) Guidance child labour, Anti- Trafficking, HIV – AIDS and Child line (1098) are clubbed in to a single programme named suraksha – aid. It was started from april 2006. we have identified five mandals in west godavari and one mandal in East godavari . This programme has started with 18 animators 6 mandal coordinators, 1 accountant, 1 Programme officer from April onwards.

Staff structure:
1 Programme officer , 1 accountant, 6 mandal coordinators and 18 animators

Project goal:
To protect women and children in coastal and tsunami area from exploitation, stigma and discrimination and live with dignity.

Objectives:
To create awareness on fundamental rights of women and children in east and west godavari district in order to mitigate the problems like child labour , HIV AIDS , Trafficking.

Ensuring 100% child enrollment, retention and quality education through residential bridge schools and other formal schools

To enhance vocational skills on youth and adolescent girls and make linkages with various employment institutions and schemes for their self reliance.

To sensitize the community on gender justice focusing on girls rights education to bring social justice

To promote linkages with concerned government department to take up related issues like gender justice, child rights, education, child labour , Trafficking and HIV – AIDS etc.,

To create awareness on HIV- AIDS , Trafficking and ensure dignity in the society to women and children infected/ affected with HIV –AIDS and Trafficking

Ensuring self reliance to HIV-AIDS and Trafficking infected and affected and rescued women adolescents through vocational trainings and make linkages with various employment instauration and schemes for their self reliant

Object –1
To create awareness on fundamental rights of women and children in east and west godavari district in order to mitigate the problems like child labour , HIV AIDS , Trafficking.

Activities carried out:
Interaction with people for discussing with village heads about the activities of suraksha

Survey at 180 village, 1262 awareness campaigns were conducted on eradication of the child labour gender justice on fundamental right, HIV- AIDS and Trafficking Etc.,

Out come of the activity:  

  • 2922 child labours identified in six mandals and enrolled 793 children in bridge camps and mainstreamed 475 in different govt residential, social welfare hostels and government schools.
  • Volunteer coming forward of elders of village in joining children in to RBC and local schools
  • 351 HIV –AIDS patient's identified and 259 HIV victims received care and support.
  • Women and adolescent girls are being protected from exploitation and abuses by providing counseling.

Object-2
Ensuring 100% child enrollment, retention and quality education through residential bridge schools and other formal schools

Work shops on importance of vocational training and trades at mandal and cluster level

TRIBAL DEVELOPMENT PROGRAMME

Objectives of the project:

•  Promote community-based people's organizations at the hamlet level, paying special attention to membership by the most disadvantaged sections of the tribal and dalit community.

•  Identify, train and support local leadership at various levels (hamlet, cluster, block and region) to facilitate contextual education for community action.

•  Introduce a community contributed and managed savings and credit programme as a platform for self-sustenance.

  Facilitate improved health care by encouraging revival of traditional health practice, imparting training to health workers and promoting community-based health programmes.

•  Network with like minded individuals and institutions at various levels to address human rights issues and influence state policies in favour of the disadvantaged.

Measures:
The marginalized and most disadvantaged sections of the tribal and dalit communities from our target families of 9750 are organized into Self Help Groups (SHGs), CBOs, Clusters and federations in order to resolve their problems and issues.

So far we have organized

211 SHGs with 4740 members.
71 CBOs organized with women, men and youth
31 clusters on average of 4 hamlets taking into consideration of distance of geographic proximity
73 Raithu Mithra Groups with 730 men
97 Vanasamarakshana samithi

The self-help groups are gathering twice in a month at their convenient place or at the group leader house or under a big tree. During the SHG meetings the members are discussing about their group activities like the process of collective savings, updating their records/book keeping, discussing and taking internal credit among the members from their savings, sharing their idea about the issue discussed in CBO meeting. The field Animator visit and participate during the SHGs meetings whenever possible.

The CBO is formed with the SHG, Youth Groups, Men Groups, Raithu Mithra Groups and Vanasamarakshana Smithi Group members. The CBO members gather once in a month at their convenient common place like Village meeting place, Under Big Trees. The field animator and concern coordinator facilitate the during meeting and the process of action and reflection.

•  13 CBOs of Bakkabandarlagudem, Ramannapalem, Gunjavaram, Itukalakota, Bodigudem, Ramayapeta, kothamamidigondhi, chinthalagudem, dandipudi, K.Bothappagudem, Erraigudem, Lankapalli, Bullempeta Extended free manual labour for digging of streams for free flow of rainy water in order to avoid flooded water.
•  12 CBOs extending their manual labour for cleaning of village surroundings once in a month, removing and firing the waste heap, removing waste plants in order to avoid snake and other poison bites.
•  Obtained 250 Ration Cards from Mandal Revenue Officers
•  15 CBOs got Cement roads and laid Cement Roads with people involvement
•  16 CBOs constructed Drainage system with the support of government schemes
•  7 Community halls constructed with the financial support from the government
•  5 CBOs formed a Village Development Fund which will be used for taking up collective actions for the development of the village
•  The government has constructed 8 school buildings with the impact of our CBOs

The aim of the department is to educate the poor children thus they can have good future in their life. We two sisters are working in the department.

This department concentrates on different boarding such as Dharbhagudem, Mogalthuru, PM gudem, Mallukunta, Ashoknagar, Kalipatnam, Nidudavole, Thagalamudi, and Nyayampalli.

The department is helping 767 sponsored students. Among these 767 students, 207 are college going. The students in different boarding are: -

Empowerment of the tribal communities living in 20 villages of Buttaigudem Mandal of W.G.Dt, AP through awareness training programmes

Specific objectives

•  To create socio, cultural and political awareness among the people in 20 villages of Buttaigudem mdanl

•  To promote the literacy rate among the women and men

•  To organize the women and men into 20 CBO

•  To promote leadership qualities among the women and men groups

•  To improve the economic status of the people through savings and government schemes


TSUNAMI REHABILITATIONPROGRAMME - Konaseema

Goal:
Environmental and gender sensitive rehabilitation of production means. Enhances livelihood security of Tsunami affected communities.

Purpose:
Supported people and groups are better organised / trained and are able to earn a decent living.

•  Project objectives.
The goal of the project phase 1 in Eluru (coastal area of East Godavari ) was to implement gen­der and environmental sensitive rehabilitation of the production capacity.

At the same time the livelihood security of the tsunami affected communities in the project region will be increased.

After the project intervention the supported groups and individuals are better organised and trained. They will be in a position to improve their earning compared with the pre-Tsunami position.

Project Area:

The project proposal includes 30 villages from three mandals as follows:  

  • Allavaram Mandal - 15 villages
  • Katrenikona Mandal - 8 villages
  • Island Polavaram Mandal - 7 villages.

  Criteria of selection of the villages:

The villages were selected mainly on the criteria of accessibility and which were left out without any help after Tsunami. Most of the villages belong to the most Tsunami affected fishermen communities as they are vulnerable to natural disasters as they are very closely located to the seashore.

  • We actually selected villages which are located within 5 kms. From the seashore.
  • All of them are either fishermen or people depending on fishing.

  Activities:

Boat repair
:

During the First Phase 180 Boats were repaired and the quality were ensured by the beneficiaries so that the people would use the boats for fishing. During the Second Phase another 1439 boats were repaired and thee quality was ensure by the beneficiaries.

Repairing/restoring lost or damaged nets:

120 nets in First Phase 1209 nets (total no. of nets 120 + 1209 = 1329) during the Second phase have been distributed in 30 villages. The nets of various kinds were selected by the beneficiaries themselves.

Reconditioning of saltpans:

During the first phase 30 acres of saltpans were reconditioned and during the second phase 63 acres of saltpans. Total acres of saltpans are 93 acres only. The 93 acres are in three areas.

Improving security measures / disaster preparedness

The project started with motivating community members to form disaster Task Force Committees (TFC) in each community. This committees consist each of following sub-committees:

Relief and Rehabilitation Committee
Repatriation Committee

We supplied emergency material in 30 villages which include Life Jackets, Mega Phone, Radio, Torchlight, and Lifebuoy etc., and conducted mock drills in all the 30 villages.

Formation of Community Based Organisations (CBOs)
The Social Service Centre started forming CBOs in 30 villages of which the leaders were evolved. The trained leaders retrained the CBO members on various issues like gender equality and social justices.

Impact of the project:
The beneficiaries have already started using the boats and they are developing good Livelihood. They are also able to save certain amount of money every month and they also started repayment monthly from the savings into village development fund account.

 

  1. The nets have already been put in use in their fishing operations. This added to their income. They have already started repayment for the nets into village development fund account.
  2. The production of saltpans started in February 2006 which amounts to hundred bags of 50 kgs each. Before Tsunami they produced only 20 to 30 bags. The work is in progress.
  3. The Task Force Committees (TFCs) have become experts in disaster management after the number of mock drills conducted. We are provide that our TFCs are adjudged the best among all the TFCs by the Government Officials.
  4. The trainings have brought in tremendous changes the life styles of these beneficiaries. The trainings produced leaders, Ward members, Literacy Instructors, Health Workers and empowered youth who stimulate the members towards the growth. The leaders also maintain good rapport with the government official which they were scared of before the trainings.
  5. The CBO trainings in various issues strengthened unity among the groups which resulted in finding solutions collectively. They also became literate and skilled in various new businesses and tricks of the trade.
INCOME GENERATION PROGRAMME

The Income generating programme was started in september 1997 and Called as ( RTP) Rural technology Park untill 1999 and after words it is called as sustainable development programme . The Chairman , Social Service Centre Bishop M.John named it as Deenabandu Progamme.

The main focus of the programme is to create “ All for one and one for all” among the people who are involving in this programme. This project was planned with an intention of bringing up the down trodden people especially the potential women associations who are able to implement the programme.. Among the several welfare activities that are being taken by the government and the non governmental organizations.

The IGP project is one which newly emerged concept to help the poor people directly by time bounded projects serving the community levels.

The main concentration of this IGP is to improve the quality of life in rural areas through transformation of the existing local resources into scientific and sustainable production system through valuable technology.

Sustainable development project:

sustainable development programme with a motto of assisting the poorest of the poor from women associations in the villages with the assistance provided by D.C.V who either with the help of Social Service Centre or A.P.S.S.S formed into associations and who have been practicing the basic requirements i.e regular monthly meetings, Practicing small savings and Keeping books and records intact etc.

•  The animation programmes in the diocese by APSSS and Social Service Centre, Eluru The groups have improved their Socio –Economic conditions as follows :

•  They are able to continue their savings.

•  They have developed group thinking and ability to take decisions in the group.

•  They are able to meet the government officials and tap the government resources.

•  drop –out rate has fallen, health and situation in the villages has improved.

•  Inter- Caste fights and tension have come down

•  They now try to read and write/ live meaningful lives.

•  In General They increased their life of unity and oneness in the community.

The mahila mandals existing in the target villages are lacking required support to become self reliant. Despite efforts made to improve their economic status, the women hardly found the way to attain the economic sustainability. This helpless situation Leads the Jananirmana sangha members to approach the SSC .As per the repeated requests from the women associations and existing situation prompted the applicant to prepare this proposal. The Income generating programme started for the benefit of the rural poor with the help of CARITAS Germany and fruitfully implemented in Eluru Diocese.

AIM OF THE PROJECT

•  The principle aim of this programme :

•  Ameliorate the conditions of rural poor.

•  Create social Awareness.

•  Make them realize their abilities and bring them to the main stream of life.

•  Facilitate the group formation ( in particular Women group formation) for economic progress and social transformation

The Concrete components of the programme :

•  Awareness generation through training of leaders.

•  Training of animators.

•  Providing equity contribution to promote progress towards self reliance and sustainability.

•  Following micro credit system.

•  Providing and facilitating training for SSC staff.

Selection of villages for IGP

We will select the request of the Jananirmana sanghas as per the Criteria.

The necessary steps have been taken to prepare the new groups for IGP

•  Having their association started at least 3 years before.

•  Having regular monthly meetings

•  Having regular attendance of the members to the meetings.

•  Clear growth in the savings

•  Having clear vision in using the internal loans from their savings.

•  Maintaining the needed records of their association, minutes, maintaining financial records in tact maintaining transperency in all matters dealt by the association, participating activity in the village developmental activities.

•  Taking special care with regard to the literacy of the villagers in general and the members in particular.

Awareness classes for the sanghas :

•  After selection of the sanghas for IGP we will conduct orientation classes to the sanghas in the village about the activities which are going to take up in the group or individual .

•  How to take up the activity, how to repay the amount, duration of the loan, service charges and training programmes for the leaders etc will be explained there.

Leadership training programmes:

•  In this junction APSSS and Social Service Centre have been conducting various training camps for the groups.

•  Especially after selection of the groups for IGP will be conduct 3 days training classes for the group leaders who will be responsible in the villages on behalf of the groups.

•  After the preparation of the sangha for IGP and the training of the leaders the loan will be issued for the profitable activity they prefer

•  We will support them to come up in their lives towards sustainablity.

Maintaining revolving fund status:
The Social services Centre is maintaining a separate account to sustain the programme in the Diocese . Once the external funding is over the organization has to revolve the fund among the new groups for the economic development and to support the rural poor towards sustainability.

TSUNAMI HOUSING PROGRAMME

I. Selection of villages and beneficiaries

Selection of villages for the Housing Programme was done basing on the following factors….

•  Very close to seashore

•  Fishermen communities

•  Severely affected villages during the TSUNAMI

•  Govt. approved list of beneficiaries

II. Formation of Project Executive Committees:

4 Different committees are organized for the successful construction of houses for the victims of tsunami.

•  Core committee: The Core committee is the main responsible body for the implementation and over all supervision of the project activities.

III. COORDINATION OF THE PROJECT

Progress review meeting : Once in a month the progress of the work will be reviewed by PMC & Over all in-charge Engineers. Work supervisors, Store Keepers, Site Engineers attend for this meeting. During this meeting the progress and problems encountered are discussed and develop the solutions for the problems. The Director, Fr.G.Moses is attending this review meeting and guiding the staff.

Stock records consolidation : The stock records are consolidating once in a week under the guidance of Account by the Store keepers and work supervisors.

Village level review meeting with target people : Village level review meetings are conducting at village level once in ten days for the beneficiaries and when its needed. PMC and Over all in-charge Engineers, Site Engineers, Supervisors, Store keepers and beneficiaries are attending during this meeting. The village level problems are discussing and trying to resolve with the support of beneficiaries.

Orientation Meeting for Masons :

Orientation meetings for masons once in a month organized by the Engineers and architect to explain the process of construction and the problems encountered during the construction and strategies to resolve them with the community involvement. The architect overall in charge engineers and site engineers sort out the problems in all sites.

IV House Plan and Estimation:

The over all in-charge Engineers prepared a house plan and estimation with the technical assistance from the Architect. The final and revised estimation is already sent to Caritas India in first week of November.

People's opinion about the plan: The people are very happy about the house measurement and quality and the ideology of constructing the houses with the involvement of people.

Role of Beneficiaries: The beneficiary is playing a vital role in this programme. As the beneficiaries were given orientation about the housing programme they were taught the common errors that occurred during the construction of houses. So that they are well aware of identifying the mistakes done by the masons and with the help of Engineers they are able to correct them. The participation of beneficiary is extending his/her manual labour during construction of the house then the house will automatically make the masons to work more attentively as they are responsible to hand over well built houses to beneficiaries in the presence of Civil Engineers. The beneficiary also contributing worth of Rs.5000/- in kind manual labour during the construction process.

Supervision: There are number of responsible persons at various levels to supervise and monitoring the work. They are

•  Over all in-charge Engineers and Architect are responsible for technical aspects in construction of houses.

•  The Site Engineer supervise the quality of work. At present 7 site engineers are supervising the quality of work

•  The Work Supervisor and store keeper appointed for 100 houses each to maintain stock records, stock issues and stock balance statement. 14 supervisors and 14 store keepers appointed for consolidating the stock registers and maintaining records at field level

•  The Project coordinators co-rodinate the work. The Co-ordinator visits the areas of work and also interacted with the people who involved in housing programme. Thus check and counter checks are made to ensure in time a qualitative work in the building process.

Monitoring: The Engineer and Work Supervisors and maintaining progress charts, stock indents, stock issues, and stock balance statements for the close monitoring. Houses were built collectively and not as individual activity. 10 members are in one group. All the ten members participate in the work and houses are built in a phased manner. Accounts of materials that are distributed are maintained regularly. The core committees were checking the quality of construction. The technical persons like Engineers were also supervising the quality of work. The core committee members were organizing meetings in the evenings to review the progress of the work.

The field staff and over all in-charge engineers are maintaining good rapport with government staff who are involved in our housing process like Housing Department
